SERVICE DIRECTOR
Village Counselling Service (VCS) is seeking to recruit a SERVICE
DIRECTOR who will be responsible for managing all aspects of VCS on a
day-to-day basis and will be accountable to the Board for the overall
performance of the organisation. This is a new position.
CONTEXT:
VCS is the largest community-based counselling service in the country
and was established in **Apply on the website** to provide
high-quality affordable, accessible primary care mental health
intervention and prevention facilities to people in Tallaght, the
greater Dublin and wider Leinster area. It also offers a dedicated
child and adolescent service. VCS?s team of **Apply on the website**

of counselling each week.
VCS is a social enterprise and registered charity (CHY **Apply on the
website**). It is governed by a board of Directors, led by a
Chairperson, and managed by a small staff team, led by an operations
manager. VCS receives funding from the HSE, TUSLA and the National
Office for Suicide Prevention, as well as contributions from clients,
who pay what they can afford. Its main objective is ?to benefit the
community by the provision of a counselling and therapy service, which
will develop mental health practices through counselling, education,
and training, which promotes personal empowerment and social inclusion
for all members of the community?.
An organisation review has recently been completed and the Service
Director will be responsible for implementing its recommendations and
positioning VCS to consolidate and further develop its services.
PURPOSE OF JOB:
The SERVICE DIRECTOR will be responsible for managing all aspects of
VCS on a day-to-day basis, including leading a strategic planning
process, and will be accountable to the Board for the overall
performance of the organisation. This position would oversee both the
Operations / Administration and Service Delivery functions.
KEY RESPONSIBILITIES WILL INCLUDE:
_LEADERSHIP_
* Leading a strategic planning process and managing the
implementation of the strategic plan and related implementation and
finance plans.
* Making decisions, in conjunction with the Board, on behalf of the
Service that follow the principles set out in the Strategic Plan.
* Providing direction and leadership to staff and volunteers.
* Representation of the organisation as required.
_SUPPORTING THE BOARD_
* Supporting the Board in carrying out its corporate and charitable
responsibilities.
* Preparing for, attending and reporting / recording meetings,
leading the implement of decisions.
* Ensuring that the strategic direction agreed by the Board is
implemented successfully, is effectively tracked and regularly
reported to the Board.
* Prioritising initiatives and actions that arise within the
organisation that require Board approval and present these coherently
to the Board for discussion and decision-making.
* Coordinating the gathering of information requested by the Board
to aid decision-making and presenting this information and regular
updates to the Board.
_PLANNING, MONITORING AND IMPLEMENTATION._
* Providing business planning, financial accountability, and
effective operational management.
_STAFF_
* Managing and supporting staff and volunteers, including the
provision of regular support and supervision.
* Identifying skills gaps within the Service and addressing such
needs.
* Overseeing the performance management of paid staff.
_FUNDING AND RESOURCES_
* Leading on fundraising applications and initiatives on behalf of
the Service.
_SERVICE DEVELOPMENT_
* Introduce and oversee an additional level of quality assurance and
clinical governance within the organisation that adheres to national
policies and procedures and quality standards.

OF INTEGRITY.
KNOWLEDGE
* Good knowledge of counselling sector and an appreciation of and
empathy for service therapists and clients.
* Understanding of the role and responsibility of the Board of a
charitable organisation / social enterprise and experience of working
with such a Board.
* Good understanding of public policy and how it can be influenced.
* A relevant 3rd level qualification is desirable.
EXPERIENCE
* At least 3 years managing experience in the community health sector
and, ideally, of managing a comparable organisation.
* Experience of working with a voluntary Board.
* Experience in leading change processes.
* Experience of managing a staff team.
* Experience of liaising and negotiating with statutory funders.
* Experience of budget management and related yearly planning.
* Experience of procurement processes

* Well-developed management skills.
* Strong business planning and implementation skills.
* Financial expertise.
* Excellent computer literacy and general administrative skills.
* Ability to multi-task.
REPORTING
The Service Director will report to the Board of VCS and to the
Chairperson of VCS on a day-to-day basis.

* 1-year fixed term contract with a 4-month probation period. The
contract may be extended.
